This error occurs whenever I try to play The Sims 4. I've tried re-installing the game, and nothing changes. I have custom content in my game, and I moved all off it out and it still had the error. Some other people suggested deleting cache files and running CHKDSK and such but nothing works. I am a Sims fan at heart and have been devastated because my game has been like this for over 3 months and I really love the game. I don't want to restart my whole Sims game because I have done so much progress, and I have already tried something which ended up in me losing half of my custom content. Please help!
Edit: I've also tried 'http://sims4.crinrict.com/en/2014/09/resetting-the-game-to-factory-settings-without-reinstalling/'. I renamed my Sims 4 folder to 'The Sims 4_Backup' and when I tried to play the game, it still had the same error.

This one is a youtube that is looking for the same file but says it is inyour installation folder it also says to get it from MS if you can' find it.
Everything I have found on this issue say you need Visual C++ 32bit version. If your laptop is running windows 64 bit you may only have the 64 bit version on there. Now I will say I have been through this before and I also thought it didn't work. What I did (after I cooled down LOL) was installed the Visual C++ (which it said I didn't need) uninstalled then reinstalled the game and it worked fine! This happened to me with TS3 after I bought a new computer for Showtime.

I can't guarantee no. But it did for me when I had to do it for TS3. Wait. Um try going to your documents/Electronic Arts and pull The Sims 4 folder to your desktop. Then try to start your game again. I am not sure of the protocol of loading the game but when it regenerates The Sims 4 folder it may look for Visual C++ and find it thus load just fine.
You did get Visual C++ for 32 bit?
Oh and I feel your pain on the long hours downloading. Same here for TS2 UC 18 hrs. UGH!!!

Check in Origin options where the game is being installed (the folder path).
So click Origin, application settings, advanced to get this info:
Now find a subfolder like this:
Origin GamesThe Sims 4__Installervcvc2013redist
Inside it you'll see two executables. If you're on 32bit windows, install only vcredist_x86.exe. If your windows is 64bit version, install both! Yes, both! Sims 4 uses 32bit code, so do it.
In case you can't find these executables by any means on your PC, I mean, if my explanation where they are sounds too complicated, you can download them and install directly from Microsoft's site (you don't need _arm, just x86 and perhaps x64 executable):

TS2 UC works fine for me also just took me 18 hrs to download!
No don't uninstall the 64 bit version they work for different things and don't conflict with each other.
Have you restarted since you downloaded Visual C++? If not then try that.
That is all I can think of to do other than uninstalling and reinstalling.
I am going to search the tech forum and see what I can come up with for you.

I had encountered this problem before, the problem was with mine that I needed to update my service pack. Make sure your computer has the right service pack for XP, Vista and 7 otherwise you will encounter this problem.

Yes, I have installed and repaired several times. When I start the game the first time I still get the error. When I start it a second time it acts as if the game is starting but either I get BSOD or the screen just goes blank and the computer stops thinking. I'm concerned its a graphics driver issue but I checked and I meet minimum requirements. I can run the new Simcity fine, and Sims 3.

I see your problem, you are using xp sp2. The game can only be played on pcs that are xp sp3 and up.0

Windows XP no longer gets updates from Microsoft. Your computer uses DDR2 memory (outdated technology). Your computerhas 3gb of main memory. It really needs to be bumped to 4gb but due to the fact it's DDR2 adding memory will not increase the worth of the computer.I do not work for EA nor do I have any association with EA.
